Habibie has his way of implementing technological transformation. Follow the previously usual method of developing technology, namely starting from research and ending with the production and marketing of technological products, or else it will take too long. Therefore, Habibie implemented the approach by starting from the end and finishing at the beginning. The meaning of “final” is the final stage of a technological product development process, which is classically taken by developed countries, namely in an evolutionary stage by stage, starting from the initial stage, basic industrial research, to the final stage, product assembly, and marketing. Meanwhile, the word “initial” is defined as the essential industrial research stage (Zuhal, 2008: 96). This is reinforced by Habibie’s statement that “Starts at the end and ends at the beginning. That is the basic strategy I believe in and implement in carrying out my Minister of Research and Technology duties.”
